RICHEST: Deputy chief minister Francis D’Souza, who is also the Town and Country Planning Minister, has the largest number of commercial and residential buildings valued at rs18.86 crores

Black money is not stored under the bed or in the toilet behind the tiles but invested in real-estate and jewellery. The Deputy Chief Minister Francis D’souza has over 15 shops and 20 flats, while the Santa Cruz MLA, Babush Monserrate has half a dozen of bungalows besides flats not only in Goa but in Bangalore and Mumbai. We bring you the black real-estate of the 17 most greedy MLAs of Goa.

TOP economists, including Nobel Prize winner Amartya Sen, have been insisting that prime minister Narendra Modi has closed the door of the stable after the horses have bolted. Even international business magazines like the Wall Street Journal and the Economist have pointed out that the bulk of the black money is kept not as cash, but invested in real-estate and gold.

In the last issue of the Goan Observer, we gave you details of the quantity of gold in the possession of our honourable MLAs. This time we will look at the number of commercial and residential buildings that our aamdars and khasdars own and the value of their real estate holdings as declared in their affidavits during the 2012 elections. We would like to caution you that many of the properties may be grossly undervalued. For instance, many MLAs claim that their ancestral houses have no value because they were inherited and not purchased. They have also taken advantage of the Uniform Civil Code, stating that the figure cited is half of the married MLA’s assets and even 1/8 of their inherited ancestral property. Francis D’Souza has made this claim for the 20-odd flats he owns. The 20 MLAs, for which Goan Observer has information, owned commercial and residential buildings valued at rs136,28,83,767 (rs136 crores).

TCP MINISTERS

NOT surprisingly, ministers holding the Town and Country Planning portfolio and are chairmen of various planning and development authorities (PDA) have the largest number of flats and houses. Whenever a builder applies to the TCP minister or chairman of PDA for conversion of land from agriculture to commercial and residential, they inevitably asked for their share in the form of a flat or a plot. If the concerned MLA is also the revenue minister, it is even more profitable as he can facilitate large scale conversion and demand flats or plots of land in exchange.

The affidavits reveal that politicians are the biggest new bhatkars who have replaced the old bhatkars. The politician who has admitted to owning a large number of flats and houses is deputy chief minister and Town and Country Planning minister, Francis D’Souza. Happily for him, he also is revenue minister. D’Souza has admitted to owning 12 residential flats distributed between Braganza building which he had once attacked and Kamat Garden complex in Mapusa. He lives in a building with a built up area of 518 square metrs in a plot area of 2125 sq m. In addition, he has a bungalow with a built up area of 300 sq m in a plot of 1500 sq m. His hobby is gardening and he invites the better three-quarters to visit his garden whenever he meets her.

Historically the biggest landlords in Goa have been the Monserrate couple. Babush and Jennifer. Babush and Jennifer have declared commercial and residential property valued at rs17,55,09,000 (rs17.5 crores), which is suspiciously lower than the market value of his known properties. To be fair, not all real estate in the form of commercial and residential buildings owned by Babush are necessarily due to the misuse of his office as Town and Country Planning minister in the Manohar Parrikar cabinet.

Babush is the author of the notorious Regional Plan 2011 which was subsequently scrapped. He has also been the biggest money lender to builders in Goa. Whenever a builder is unable to return the loan which carries an interest of 20 per cent a month or 240 per cent year, Babush simply takes over the building, or a few flats depending on how much the builder owes him.  

To the best of our knowledge, besides his ancestral house in Taleigao, Babush owns an eight-storey building on the Miramar-Dona-Paula road and eight-storey hotel in the same area. Babush also has a very large bungalow in Dona Paula. This is of course besides the many flats he owns in Kamat Complex opposite Dhempe College which was allegedly the base for his prostitution racket operated through a cyber café in a building next to the Temptations restaurant in Tonca. Babush also has bungalows and flats in Bangalore and Mumbai.

THE third biggest bhatkar is Michael Lobo, chairman of the North Goa Planning and Development Authority (NGPDA). Lobo is very close to Manohar Parrikar and in fact organised the latter’s birthday celebration in his constituency which included the village Parra where he was born.

Lobo has also managed to get the golden geese of Calangute and Candolim brought under the jurisdiction of the NGPDA. He has admitted to owning commercial and residential buildings valued at rs47,57,92,610 (rs47.5 crores). This includes several hotels and restaurants. It is not clear if the hotels represent only 50  per cent of his wealth.

The next highest in the list of political landlords is Pandurang Madkaikar who has diversified into construction. Madkaikar has virtually taken over a large part of Old Goa and the Kadamba Plateau. But he also owns several flats in Panjim. He declared real estate worth rs4,88,87,500 (rs4.8 crores) in 2012 which must have multiplied at least five times since. On record, even the Ranes are poor cousins having real estate worth only rs18,29,18,705 (rs18.2 crores). Senior Rane has admitted to real estate worth rs2,38,72,483 (rs2.3 crores) while junior Rane has revealed assets worth rs15,90,46,222 (rs15.9 crores). The bungalow captured by Vishwajit Rane in Dona Paula itself must be worth over rs5 crore. A part of the land for the bungalow was forcibly taken from a leading builder.

Thanks to the efforts of Association for Democratic Reforms (ADR), which has posted the affidavits of all successful MLAs in the 2012 election, we have been able to further analyse the data to bring you details of 17 of the 40 MLAs. Perhaps the Income Tax Authorities will help voters by locating the source of income for real estate purchased by Goa’s honourable MLAs.

HOW MUCH LAND?

HOW much land does a man need? There is a story by Russian author Leo Tolstoy.

A generous king announced that the amount of land the residents of his kingdom could cover by foot within 24 hours would be presented to them free. One of the citizens was very greedy. So he ran as fast as his legs could take him to ensure that he got the largest share of the land. When he fulfilled his ambition, he was so tired that he had heart attack and died. He was buried in a grave that was four feet by six feet.

The moral of this story is that in the end, all the land that all of us need is four feet by six feet, or even less if you are cremated. Even Jaylalitaa whose wealth is reported to be over rs50,000 crores needed only four feet by six feet for her final resting place on Marina Beach.
