Dec 27- Jan 02, 2026, Letters To The Editor December 26, 2025ARE PUBLIC AUTHORITIES PROACTIVELY DISCLOSING INFORMATION UNDER RTI ACT?
SECTION 4(1)(b)of India’s RTI Act, 2005, mandates that public authorities disclose specific information about their organization, functions and processes, without needing a formal request, to promote transparency. This includes details like their structure, powers, decision-making procedures, records, public consultation methods, and directory of officers, all to be published within 120 days of the act’s enactment. However, is this procedure followed by authorities?
Honorable courts are upgrading their judgments and orders on websites. But this is judiciary. What about government authorities? Directorate Land Survey and Settlement, and Revenue Department display plans, 1/14 forms, status of Tenancy & Mundcars, Partititions & Mutations cases. That too incomplete. Final judgments orders also should be uploaded, proactively as per RTI Act.
Under Section 6(1), citizens make requests for information to public authorities, Section 4(1)(b): Public authorities are required to proactively disclose information, which you can find in their published manuals on the portal.
Section 15 (1): The Goa State Information Commission was established under this section to oversee RTI implementation in the state. If one goes to the Goa RTI Portal rtionline.goa.gov.in. To get online information. Most of the public information officers ignore request, some obedient officers provide information respecting act. There is one stubborn PIO acting online avoiding every information and replying to public to visit office every time. Will anyone take action against him as per RTI Act?
Our Chief Minister Dr Pramod Sawant humbly says that government officers should serve the public earnestly. But some public servants are seen rude. They should not be. The online system streamlines the process, enabling Indian citizens to exercise their right to information effectively. But higher ups must revive the performances of PIOs from time to time. Every government employee should proactively serve public as our CM says. If not they face serious disciplinary action, isn’t it?

PHIRSE KITAAB LIT FEST AT ICG ON DEC-27
THIS is to inform your readers about the Phirse Kitaab Literature Festival on December 27 at the International Centre Goa, Dona Paula, Panjim. The festival’s aim is to promote reading, reflective thinking and meaningful engagement with ideas, especially among young minds.
The festival will feature enlightening talks, discussions, creative sessions, and interactive activities under segments such as books and beyond, the literacy lounge, the expression studio and a literacy activity corner. Some eminent literary personalities will be at the festival for interaction and amongst these are Damodar Mauzo, Arthy Muthanna Singh, Prakash Kamat, Tallulah D’Silva, Albertina Almeida and Alexander Monis Barbosa. Members of the public are welcome to attend the festival to find about more about the future of literature opening up before them. There is no entry fee.

MY SPECIAL GIFT! I’M NOT ON ELECTORAL ROLL!
I HAVE received a special gift. My name was deleted from the electoral roll after the conclusion of SIR in Goa. Funnily enough not a single soul came to my house with the enumeration form, and the BLO lied to my face about it. She stated that they roamed around my colony for a month but I wasn’t there. I told her categorically, that I work from home, my office runs from home, not once did a person ring my doorbell and talk to me about the enumeration form during the SIR. Blatant lies are being told, without them even visiting my house.
A huge vote of thanks to the person who intimated me about the fact that my name was showing as being struck off from the list. I went and checked on the ECI app, and found no records with my EPI number, despite having voted in the General Election in 2024 and the state election in 2022.
What sort of goondagiri is this? That your identity as a voter can simply be deleted without any proper intimation? The gross injustice of being erased completely! I have now applied under Form 6 for inclusion of my name in the electoral roll once again.
