ISSUE NEGATYIVE INFORMATIOIN OF TORNED SALE DEED RECORD OF 1972!
A SUB-REGISTRAR of Goa replies to a person saying that sale deed records of 1972 are torn and at the same time requests to inspect the records, but not allowing a person to inspect who visits the office five times, what is this? Isn’t it mockery of the office?
This situation points to a serious failure in public service delivery and a likely violation of your legal rights under the Right to Information (RTI) Act, 2005 and local Goa registration rules. 10 years ago there were three old men in that office who were retired and assisting people to search any documents in the office. So coporate people to trace out their documents even they don’t have sufficient details of the documents.
When a Sub-Registrar claims records are “torn” but simultaneously denies you the physical inspection you officially requested—especially after five separate visits—it typically indicates bureaucratic negligence, administrative mismanagement, or an attempt to hide missing documents.
Government offices are legally required to preserve public property. If a Sale deed record from 1972 is torn, they are supposed to reconstruct it, digitize it, or issue a formal certified statement explaining its exact status. Any public grievance redressal mechanism must take note of this fact.

GLIMPSES OF MOPA AIRPORT LOUNGE…passengers relax while waiting for announcement of their departure flight, quite a few seniors were ensconced in wheelchairs with courteous attendants asking if they would like to visit washroom, for wheelchair passengers get to board the aircraft first (never mind that at arrival at destination airport they’re the last). Having arrived too early we had time pass to entertain, before catching the twice weekly Akasa Air service to Mumbai, 8.30pm flight, namely Akasa Air Flight QP 1176 GOA to BOM…left on time, arrived before time, a little bumpy landing but hurrah! All’s well that ends well and thank-you…it was a most pleasant ride up from Panjim to Manohar International Airport, the last 10 km private road offering vistas of verdant rolling hills and yellow almanda flowers in bloom! What’s there not to like? Fly Akasa Airlines, no frills but practical on board service!

A FAREWELL TO OUR MR NUMENIO DE SOUSA
Our dearest Mr. Numenio de Sousa, a truly beautiful soul, so loyal and so very kind. Your laughter, your spirit, the hearts you touched, your care, concern and compassion was your trademark.
You faced every challenge with courage and grace. You inspired us with the things you did. You taught us to cherish every moment. To love without limits and be charitable with discretion.
A great loving husband, Father, Grandfather, Uncle, Relative, Neighbour and a friend to all.
An extremely upright son of Ribandar who has always been ever so vocal in issues that he strongly believed in for the betterment of society.
Having retired serving the R.T.O, as an honest and exemplary employee, Mr. Numenio should have been a superb role model for Goa’s bureaucracy. Sadly, only a very few of Mr. Numenio Sousa’s calibre, integrity and honesty are around today.
It is a privilege having known Mr. Numenio from the time I was a young boy and having a close relationship with him and the family for all these decades. A father figure to me besides being my friend, guide and confidant for which I am eternally blessed.
My wife Liz and I are so fortunate to have visited him at home last week on the day we left back for London. Smiling, holding our hands and blessing us will be forever cherished.
Our comforting hug to his wife Iolanda and children Walter, Wilson, Winna and their families while also remembering our late Willy.
It is said that there is a reason and that time will heal. Neither time nor reason will change the way I feel. Gone are the days we used to share but in my heart you will always be there. The gates of memory will never close. We will miss you like no one knows. Loved forever and always. Until we meet again.
