THE SWAN TELECOM–2G SPECTRUM CASE!By Our Special Correspondent
Oct 31- Nov 06, 2026, SCAMS October 30, 2026How a telecom licence controversy implicated corporate groups, politicians and government officials…
The 2G spectrum case was one of India’s biggest political and corporate scandals. At its centre was the allocation of second-generation (2G) mobile telecommunications licences in 2008, during the tenure of then Telecom Minister A. Raja.
Swan Telecom, its promoter Shahid Usman Balwa, and director Vinod Goenka were among the principal accused in the CBI’s criminal case. The investigation also implicated executives associated with the Reliance Anil Dhirubhai Ambani Group and the Unitech group. E-Parliament
The crucial distinction is between the allegations made during the investigation and the eventual judicial findings: in December 2017, the special CBI court acquitted all the accused in the principal 2G criminal trial. The allegations must therefore not be presented as proven criminal guilt.
- Who was behind Swan Telecom?
The corporate connections are particularly important.
• Shahid Usman Balwa — Swan Telecom promoter.
• Vinod Goenka — Swan Telecom director.
• Dynamix Realty — identified in a 2016 Government of India parliamentary answer as a DB Group company that also promoted or owned Swan Telecom.
• Etisalat DB Telecom — the subsequent name of Swan Telecom following its association with UAE telecom company Etisalat.
These corporate relationships are documented in the government’s parliamentary response on the 2G investigation. E-Parliament - The alleged Rs 200-crore payment
One of the most consequential allegations concerned the movement of Rs 200 crore to Kalaignar TV.
According to the CBI investigation, the money originated with Dynamix Realty and travelled through two intermediary companies:
Dynamix Realty — Kusegaon Fruits & Vegetables — Cineyug Films —Kalaignar TV
The CBI alleged that this was not a genuine business transaction but illegal gratification connected with the award of telecom licences and spectrum to Swan Telecom.
The allegations implicated several individuals, including:
• A. Raja — then Telecom Minister.
• Kanimozhi Karunanidhi — DMK politician and daughter of M. Karunanidhi.
• Shahid Balwa and Vinod Goenka.
• Other individuals associated with the intermediary companies.
Important legal qualification: This was the prosecution’s allegation, not an established finding of criminal guilt. The special court subsequently acquitted the accused in the principal 2G criminal trial. E-Parliament - Why did the 2G case become a national scandal?
The controversy centred on three questions.
The Comptroller and Auditor General’s report famously estimated a potential loss of Rs 1.76 lakh crore under certain assumptions. That figure was an estimate of presumptive loss, not a judicial determination that this amount had actually been stolen.
In February 2012, the Supreme Court cancelled 122 telecom licences granted during Raja’s tenure. That decision concerned the legality of the licensing process; it was distinct from the later criminal trial. NDTV - What happened to the criminal case?
On 21 December 2017, Special Judge O. P. Saini acquitted all accused in the principal CBI prosecution.
The judgment is available in the full court document: 2G Special Court Judgment, CBI v. A. Raja and Others.
The distinction matters for investigative reporting: the court’s acquittal cannot be ignored, even when examining the original allegations, corporate transactions and public-policy failures. - Why the Swan Telecom connection matters for Goa
Given your interest in the corporate interests behind Goa’s real-estate developments, the documented connection between Dynamix Realty and Swan Telecom provides a legitimate starting point for further investigation.
However, the 2G case alone does not establish that every company associated with the DB Group, or every development linked to its business associates, was involved in wrongdoing.
A rigorous investigation into any alleged Goa connection would need to establish: - The original ownership and beneficial ownership of the relevant land or company.
- The corporate entities that acquired or leased the property.
- The directors, shareholders and financing arrangements at the relevant dates.
- Any documented relationships between those entities and the people involved in the Swan Telecom case.
- Whether there is independent evidence of irregular allotment, undisclosed ownership, conflicts of interest or unlawful financial transactions
Would you like me to investigate the specific corporate link between Shahid Balwa, Dynamix Realty, DB Realty and the Goa projects Aldeia de Goa, the Bambolim Hyatt and the proposed Dona Paula convention centre? That would require examining the land records, company filings, lease documents and court proceedings separately rather than assuming that the 2G allegations establish wrongdoing in Goa.
