CONTROVERSY ERUPTS OVER MHADEI RIVER DIVERSION Goa clashes with Karnataka again! By Dr Olav & Deborah Albuquerque

IN a fresh flare-up of one of Goa’s most enduring water wars, the Mhadei river dispute has dominated today’s front pages of Goan newspapers. Reports highlight Karnataka’s alleged renewed push for diverting Mhadei waters, prompting Chief Minister Pramod Sawant to vow “no compromise” in the State assembly. This controversy, simmering since 2006, threatens Goa’s ecological lifeline and re-ignites interstate tensions.
The Mhadei, originating in Bhimgad forests near Goa’s border, flows westward into the Arabian Sea, nourishing vital ecosystems like the Bhagwan Mahavir Wildlife Sanctuary and providing drinking water to south Goa’s talukas. Goa claims Karnataka’s Kalasa-Banduri Nala Diversion Project (KBNDP) will pilfer 7.56 tmcft of water annually, devastating biodiversity and agriculture.
The environmentalist Claude Alvares: “Mhadei is Goa’s Mandovi — divert it, and we lose forests, wildlife, and fisheries.” Karnataka defends the project as essential for Bengaluru’s drinking water needs, arguing it uses only surplus monsoon flows. But Goa’s outrage stems from the National Board for Wildlife (NBWL)’s recent clearance for Kalasa works, ignoring a pending Supreme Court case. O Heraldo reports Sawant’s fiery speech: “We won’t let Karnataka steal our rivers. Legal and public battles continue.” Protests erupted in Valpoi yesterday, with Mhadei Bachao Andolan activists blocking roads.

Historical Flashback
THE row began when Karnataka notified KBNDP in 2006, flouting the 60:40 water-sharing Mahadayi Water Disputes Tribunal (MWDT) award from 2018, which allotted Goa 13.42 tmcft but stalled implementation due to Centre’s delays. Goa accuses Delhi of bias, as Union Jal Shakti Minister Gajendra Shekhawat’s March 2025 letter urged project progress. A recent Navhind Times editorial slams this as “federal overreach.”
Environmentally, stakes are high. Mhadei sustains dolphins, kingfishers, and over 300 bird species. WWF-India warns diversion could dry up 50km of riverbed, hitting 1 lakh Goans reliant on it. Fisher folk in Sanguem report dwindling catches already from upstream dams.
In 2023, the ruling BJP at the Centre, and in Karnataka played a game with Goa by making a provision of Rs5,300 crore in the budget presented on February 1, for Karnataka’s famine relief fund. That Karnataka would be getting favourable treatment in the budget was a known fact. But the extent to which Finance Minister Nirmala Seetharaman went to favour Karnataka to the detriment of Goa and Goans has not become as clear as it did after she presented the budget.

Political Angles
BJP’s Sawant faces opposition heat. AAP’s Elvis Gomes called for assembly boycott if Centre clears Banduri next. Congress alleges BJP’s central ties weaken Goa’s stand. Tourism suffers too — Dudhsagar Falls, fed by Mhadei tributaries, risks becoming a trickle, denting eco-tourism revenue (Rs 500 crore yearly).

Public Pulse
STREETS buzz with fury. Valpoi resident Maria Fernandes told Goan Observer: “Our kids drink Mhadei water. Karnataka’s thirst can’t quench at our cost.” Social media trends #SaveMhadei, with 10,000+ posts.

Way Forward?
